Y de Último minuto: WikiLeaks reveals US Nuclear Weapons in the Netherlands

Me encantaría saber cuáles ticos saldrán rascando?

E.O. 12958: DECL: 1/29/2019
TAGS: PTER, PGOV, ASEC, EFIN, ENRG, KCIP
SUBJECT: REQUEST FOR INFORMATION:CRITICAL FOREIGN
DEPENDENCIES (CRITICAL INFRASTRUCTURE AND KEY RESOURCES
LOCATED ABROAD)

REF: STATE 6461

PLEASE PASS TO RSO, POLOFF, ECON, and MANAGEMENT (GSO
and IT).

Classified by S/CT DAS, Susan F. Burk, Reason: 1/4 (B), (D),
(E), and (G)

1. (U//FOUO) This is an action request; see Para. 13.

2. (U//FOUO) Under the direction ************SPAM/BANNEAR************ the Department ************SPAM/BANNEAR************
Homeland Security (DHS), the National Infrastructure
Protection Plan (NIPP) was written to provide the
unifying structure for the integration ************SPAM/BANNEAR************ critical
infrastructure and key resources (CI/KR) protection
into a single national program. The overarching goal ************SPAM/BANNEAR************
the NIPP is to build a safer, more secure, and more
resilient America by enhancing protection ************SPAM/BANNEAR************ the
nation's CI/KR to prevent, deter, neutralize or
mitigate the effects ************SPAM/BANNEAR************ deliberate efforts by
terrorists to destroy, incapacitate or exploit them;
and to strengthen national preparedness, timely
response, and rapid recovery in the event ************SPAM/BANNEAR************ an attack,
natural disaster or other emergency.

3. (U//FOUO) In addition to a list ************SPAM/BANNEAR************ critical domestic
CI/KR, the NIPP requires compilation and annual update
************SPAM/BANNEAR************ a comprehensive inventory ************SPAM/BANNEAR************ CI/KR that are located
outside U.S. borders and whose loss could critically
impact the public health, economic security, and/or
national and homeland security ************SPAM/BANNEAR************ the United States.
DHS in collaboration with State developed the Critical
Foreign Dependencies Initiative (CFDI)to identify these
critical U.S. foreign dependencies -- foreign CI/KR
that may affect systems within the U.S. directly or
indirectly. State is coordinating with DHS to develop
the 2009 inventory, and the action request in Para. 13
represents the initial step in this process.

4. (U//FOUO) The NIPP does not define CI/KR. Homeland
Security Presidential Directive 7 (HSPD 7) references
definitions in two separate statutes. In the USA
Patriot Act ************SPAM/BANNEAR************ 2001 (42 U.S.C. 5195(e)) "critical
infrastructure" is defined as systems and assets,
whether physical or virtual, so vital to the United
States the incapacitation or destruction ************SPAM/BANNEAR************ such
systems and assets would have a debilitating impact on
security, national economic security, national public
health or safety, or any combination ************SPAM/BANNEAR************ those matters.
In the Homeland Security Act ************SPAM/BANNEAR************ 2002 (6 U.S.C. 101(9))
"key resources" are defined as publicly or privately
controlled resources essential to the minimal
operations ************SPAM/BANNEAR************ the economy and government.

5. (U//FOUO) The NIPP identifies 18 CI/KR sectors:
agriculture and food; defense industrial base; energy;
healthcare and public health; national monuments and
icons; banking and finance; drinking water and water
treatment systems; chemical; commercial facilities;
dams; emergency services; commercial nuclear reactors,
materials, and waste; information technology;
communications; postal and shipping; transportation and
systems; government facilities; and critical
manufacturing. Obviously some ************SPAM/BANNEAR************ these sectors are more
likely to have international components than other
sectors.

6. (U//FOUO) Department is surveying posts for their
input on critical infrastructure and key resources
within their host country which, if destroyed,
disrupted or exploited, would likely have an immediate
and deleterious effect on the United States. We expect
posts, after consultation among all sections and
agencies, will in many instances immediately recognize
whether such CI/KR exist in their host country. Posts
are not/not being asked to consult with host
governments with respect to this request.

7. (U//FOUO) Building upon the initial survey completed
in 2008, Department requests each post reassess and
update information about infrastructure and resources
in each host country whose loss could immediately
affect the public health, economic security, and/or
national and homeland security ************SPAM/BANNEAR************ the United States.
This reassessment may include suggestions from posts
for removing, modifying, or adding CI/KR to the list
developed in 2008 (see the list ************SPAM/BANNEAR************ CI/KR identified in
2008 in Para. 15 below).

8. (U//FOUO) The following three categories should be
considered when determining whether critical foreign
dependencies exist in the host country: 1) direct
physical linkages (e.g., pipelines, undersea
telecommunications cables, and assets located in close
enough proximity to the U.S. border their destruction
could cause cross-border consequences, such as damage
to dams and chemical facilities); 2) sole or
predominantly foreign/host-country sourced goods and
services (e.g., minerals or chemicals critical to U.S.
industry, a critical finished product manufactured in
one or ************SPAM/BANNEAR************ a small number ************SPAM/BANNEAR************ countries, or a telecom
hub whose destruction might seriously disrupt global
communications); and 3) critical supply chain nodes
(e.g., the Strait ************SPAM/BANNEAR************ Hormuz and Panama Canal, as well
as any ports or shipping lanes in the host-country
critical to the functioning ************SPAM/BANNEAR************ the global supply
chain).

9. (U//FOUO) Although they are important issues,
Department is not/not seeking information at this time
on second-order effects (e.g., public morale and
confidence, and interdependency effects that might
cascade from a disruption).

10. (U//FOUO) Posts do not need to report government
facilities overseas managed by State or war fighting
facilities managed by other departments or agencies.

11. (U//FOUO) The following general information should
be addressed when nominating elements for inclusion,
removal, or modification:

-- (U//FOUO) Name and physical location ************SPAM/BANNEAR************ the asset,
system, or supply chain node.

-- (U//FOUO) Post's rationale for including, modifying,
or removing an asset, system, or supply chain node.

-- (U//FOUO) Any information Post has regarding
conditions in country causing Post to believe the CI/KR
is an active target or especially vulnerable due to
natural circumstances.

-- (U//FOUO) Any information Post has regarding CIP
activities in country and who/what agency is
responsible for those activities.

12. (U//FOUO) Questions can be directed to Sharri R.
Clark in S/CT: [email protected];
[email protected]; 202-647-1514. Alternatively,
questions can be directed to S. Gail Robertson in S/CT:
[email protected]; [email protected],
202-647-3769.

13. (U//FOUO) ACTION REQUEST: Posts are requested to
report by March 20, 2009 on CI/KR in their host country
meeting the criteria outlined above and a brief
explanation ************SPAM/BANNEAR************ why posts believes the asset meets the
criteria. Due to the potential sensitivity ************SPAM/BANNEAR************ assets
identified, posts are asked to consider the necessity
************SPAM/BANNEAR************ classifying their responses appropriately. Please
note the list in its entirety is classified S/NF. If
post determines there are no such CI/KR in its host
country, a negative report is requested. Please send
replies to the attention ************SPAM/BANNEAR************ Sharri R. Clark in S/CT and
use the subject line "CI/KR Response for S/CT".

14. (U//FOUO) Posts' assistance with providing input to
the first list created in 2008 was invaluable, and
Department appreciates Posts' continuing cooperation.

15. (S//NF) Following is the 2008 Critical Foreign
Dependencies Initiative (CFDI) list (CI/KR organized by

SUBJECT: NICARAGUA'S MOST WANTED PART I: THE CRIMES ************SPAM/BANNEAR************
DANIEL ORTEGA AND HIS FAMILY

1. (SBU) In preparation for the November 2006 national
elections in Nicaragua, post has developed three "rap sheets"
on the records ************SPAM/BANNEAR************ Daniel Ortega, the Sandinista party (FSLN)
and Arnoldo Aleman, highlighting their systematic crimes and
abuses. The rap sheets contain short summaries ************SPAM/BANNEAR************ the crimes
and abuses committed, as well as details on the sources ************SPAM/BANNEAR************
the information. Post intends to use the information from
these rap sheets in discussions with domestic and
international interlocutors as a means ************SPAM/BANNEAR************ reminding
Nicaraguan voters and others ************SPAM/BANNEAR************ the true character ************SPAM/BANNEAR************ Aleman,
Ortega, and the Sandinistas. While the summaries themselves
are unclassified, some ************SPAM/BANNEAR************ the sources ************SPAM/BANNEAR************ information are SBU.
Post will distribute the summaries to appropriate contacts,
but not the sources. Post is sending both the summaries and

the sources to the Department and other Washington agencies
for similar uses. This cable focuses on the crimes ************SPAM/BANNEAR************ Daniel
Ortega and his family. Septels will cover the FSLN and
Aleman.

CRIMES ************SPAM/BANNEAR************ DANIEL ORTEGA AND HIS FAMILY

The Murder ************SPAM/BANNEAR************ Jean-Paul Genie by the bodyguards ************SPAM/BANNEAR************ Humberto
Ortega
- - - - - - - - - - - - - - - - - - - - - - - - - - - - - -

2. (U) In October 1990, security guards working for Humberto
Ortega, Daniel,s brother and the former FSLN Army Commander,
used automatic weapons to kill Jean-Paul Genie (age 16) when
Genie tried to pass Humberto,s convoy on what is now the
Masaya Highway. The FSLN used its control ************SPAM/BANNEAR************ the judiciary
and the police to cover up the crime, and no one was ever
held accountable for Genie,s murder.

3. (SBU) Sources: media accounts ************SPAM/BANNEAR************ the 1990 shooting ************SPAM/BANNEAR************
Jean Paul Genie, personal testimony by Raymond Genie (the
father ************SPAM/BANNEAR************ Jean Paul), legal documents filed by the Genie
family in Nicaragua and with the Inter-American Commission on
Human Rights (IACHR).

Ordering ************SPAM/BANNEAR************ Torture, Killings, and Mass Murder
- - - - - - - - - - - - - - - - - - - - - - - -

4. (U) Daniel and Humberto Ortega participated in the FSLN
leadership council that collectively ordered the arrest and
torture ************SPAM/BANNEAR************ thousands ************SPAM/BANNEAR************ people at prisons and prison camps
all over Nicaragua. The largest torture camp for political
prisoners was in what is now the free trade zone near
Managua,s airport. The Ortega brothers and their FSLN
associates also ordered numerous murders and disappearances,
including the killings ************SPAM/BANNEAR************ hundreds ************SPAM/BANNEAR************ Miskitos on the
Atlantic coast and the internment ************SPAM/BANNEAR************ thousands more in
concentration camps in 1981 and 1982.

5. (SBU) Sources: thousands ************SPAM/BANNEAR************ complaints filed with the
CPDH human rights organization throughout the 1980s,
testimony ************SPAM/BANNEAR************ Miskito survivors and torture victims, annual
State Department Human Rights reports, documents on
investigations carried out by the IACHR during the 1980s.

Rape and Sexual Abuse ************SPAM/BANNEAR************ Step-daughter
- - - - - - - - - - - - - - - - - - - -

6. (U) In 1998 Zoilamerica Narvaez, the daughter ************SPAM/BANNEAR************ Rosario
Murillo and the step-daughter ************SPAM/BANNEAR************ Daniel Ortega, made
allegations that Ortega had raped and sexually abused her
over a period ************SPAM/BANNEAR************ many years. However, Ortega used his
immunity as a National Assembly deputy and his control ************SPAM/BANNEAR************ the
courts to ensure that the case never went to trial. Having
ensured he would never face trial, Ortega then actively
sabotaged all efforts by the Nicaraguan government to provide
justice to Narvaez and used his mother and Rosario Murillo in
a public relations campaign intended to bury the allegations.

7. (U) Such misogynistic attitudes are common in the FSLN,
as is the tolerance ************SPAM/BANNEAR************ domestic and sexual violence. When
FSLN National Assembly deputies voted to lower the criminal
penalties for statutory rape in March 2006, FSLN deputy
Nathan Sevilla justified the vote by stating that sex with
minors was "normal" in rural Nicaragua and thus should not be
considered a serious crime.

8. (SBU) Sources: personal testimony ************SPAM/BANNEAR************ Zoilamerica, legal
documents filed by Zoilamerica in Nicaraguan institutions

(including the courts, the police and the office ************SPAM/BANNEAR************ the Human
Rights Ombudsman) and the IACHR, media records ************SPAM/BANNEAR************ Ortega's
"public relations" campaign using Rosario Murillo and his own
mother.

Protection and Blackmail ************SPAM/BANNEAR************ Fellow Alleged Rapist Ricardo
Mayorga
- - - - - - - - - - - - - - - - - - - - - - - - - - - - -

9. (U) In September 2004, boxer Ricardo Mayorga allegedly
raped a young woman in a Managua hotel. Sensing an
opportunity to blackmail Mayorga, Ortega and the FSLN agreed
to protect the boxer in the courts if he would give the party
a large portion ************SPAM/BANNEAR************ his international boxing winnings and
"advertise" for Daniel in public. Mayorga agreed, and an
FSLN judge found him not guilty in December. Much ************SPAM/BANNEAR************
Mayorga,s winnings now reportedly go to Ortega, and when
Mayorga fought in Chicago in August 2005, he dedicated the
fight to Daniel, wore the FSLN colors, and flashed the number
************SPAM/BANNEAR************ the FSLN slot on the Nicaraguan electoral ballot
("casilla") to the international media.

10. (SBU) Sources: media accounts ************SPAM/BANNEAR************ Mayorga,s arrest,
trial, his public "pro-Daniel" comments and his August 2005
fight, private testimony offered by lawyers involved in the
case, testimony ************SPAM/BANNEAR************ the rape victim.

Daniel Ortega a Thief like Aleman
- - - - - - - - - - - - - - - - -

11. (U) Property Confiscations: After the victory ************SPAM/BANNEAR************ the
revolution in 1979, Daniel immediately confiscated the
Managua residence ************SPAM/BANNEAR************ current National Assembly deputy Jaime
Morales. Ortega subsequently stole other houses and property
surrounding the Morales residence and created his own private
compound on an entire block in downtown Managua.

12. (U) The Pinata Phenomenon: After the FSLN lost the
election in 1990 but before it handed over power to Dona
Violeta, Ortega supervised the theft ************SPAM/BANNEAR************ billions ************SPAM/BANNEAR************ dollars
worth ************SPAM/BANNEAR************ land and state-owned companies that went to his
immediate family, Humberto Ortega and other prominent
Sandinistas. Other companies involved in transportation,
lumber, sugar mills, and slaughterhouses nominally went to
the FSLN, but effectively ended up in the hands ************SPAM/BANNEAR************ Ortega,
his family, and their closest associates.

13. (SBU) Sources: Nicaraguan government property records
document the Pinata and the 1980s confiscations in great
detail. Ortega still lives in the Morales house and occupies
the entire block to this day. Testimony ************SPAM/BANNEAR************ those whose
property was seized is also widely available and hundreds are
registered with the U.S. Embassy. Other sources include
State Department annual Human Rights Reports and complaints
filed with the CPDH human rights organization.

Cover-up ************SPAM/BANNEAR************ Daniel,s Son,s Involvement in Fatal Car Accident
- - - - - - - - - - - - - - - - - - - - - - - - - -

14. (U) On December 11, 2005, a vehicle owned by the FSLN
struck another vehicle and killed two young men in the early
morning hours. Eyewitnesses reported that the person driving
the FSLN vehicle was Rafael Ortega, Daniel,s son and the
director ************SPAM/BANNEAR************ FSLN-owned Channel 4, but, in order to protect
the Ortega family, the FSLN pulled a switch and claimed that
another driver was behind the wheel. Police and Prosecutors,
fearing Ortega,s power, refused to investigate the switch,
denying justice to the families ************SPAM/BANNEAR************ the two victims using
familiar Sandinista cover-up methods.

15. (SBU) Sources: media accounts ************SPAM/BANNEAR************ the accident and
subsequent Sandinista cover-up efforts; the trial in which
the FSLN and its judges covered up the issue ************SPAM/BANNEAR************ the real
driver is also a matter ************SPAM/BANNEAR************ public record.

Ortega and Associates Suspected ************SPAM/BANNEAR************ Ordering Murder ************SPAM/BANNEAR************ Carlos
Guadamuz
- - - - - - - - - - - - - - - - - - - - - - - - - - -

16. (U) In February 2004, William Hurtado, an FSLN militant
and former member ************SPAM/BANNEAR************ the Sandinista state security apparatus,
shot and killed journalist and radio personality Carlos
Guadamuz in Managua. A former Sandinista himself, Guadamuz
had broken with Daniel Ortega and used his radio program to

criticize Ortega, &Nicho8 Marenco, and other FSLN leaders
on a wide range ************SPAM/BANNEAR************ issues, including Zoilamerica,s rape
allegations against Ortega. Although the involvement ************SPAM/BANNEAR************
Daniel Ortega and Nicho Marenco in the Guadamuz murder was
never proven in court, the killing was carried out in classic
FSLN assassination-style and removed a thorn in the side ************SPAM/BANNEAR************
both men at a time when Marenco was running for Mayor ************SPAM/BANNEAR************
Managua.

17. (SBU) Sources: The falling out between Guadamuz and the
FSLN and his media attacks on Ortega and Marenco are a matter
************SPAM/BANNEAR************ public record, as is Guadamuz,s complaint to the police
that he believed the FSLN planned to murder him. It is also a
known fact that Hurtado was a former member ************SPAM/BANNEAR************ the Sandinista
State Security Directorate.

Contacts with Terrorists
- - - - - - - - - - - - -

18. (U) Daniel Ortega has had close relations with numerous
international terrorist groups for decades. During the
1980s, he invited international terrorists from Italy,
Lebanon, Libya, the Palestinian territories, and Spain to
come to Nicaragua to find safe haven and plan future
terrorist operations. Many ************SPAM/BANNEAR************ these persons became
Nicaraguan citizens. Since losing power in 1990, Ortega has
continued to maintain his terrorist ties, and has publicly
admitted receiving money from the government ************SPAM/BANNEAR************ Libya and
other dubious sources for his subsequent presidential
campaigns.

19. (U) In 1984 Daniel Ortega negotiated a deal with
Colombian drug kingpin Pablo Escobar whereby Escobar received
refuge for several months in Nicaragua after he had ordered
the killing ************SPAM/BANNEAR************ the Colombian Minister ************SPAM/BANNEAR************ Justice. At the
same time, Escobar,s drug trafficking operation received
Ortega,s approval to land and load airplanes in Nicaragua as
they sought to ship cocaine to the United States. In return,
Ortega and the FSLN received large cash payments from
Escobar. Interior Minister Tomas Borge and his subordinates
went so far as to assist Escobar with the loading and
unloading ************SPAM/BANNEAR************ drugs onto his airplanes in Nicaragua. The Drug
Enforcement Agency (DEA) managed to place a hidden camera on
one ************SPAM/BANNEAR************ Escobar,s airplanes and obtained film ************SPAM/BANNEAR************ Escobar and
Ministry ************SPAM/BANNEAR************ the Interior officials loading cocaine onto one
************SPAM/BANNEAR************ Escobar,s planes at Managua,s international airport. CBS
news later broadcast the film and the entire story ************SPAM/BANNEAR************
Escobar-Ortega-FSLN collaboration is related in detail in a
2005 book by Astrid Legarda Martinez: El Verdadero Pablo:
Sangre, Traicion y Muerte (Colombia, Ediciones Dipon).

20. (U) FSLN leaders, including Humberto Ortega, have
admitted publicly that leaders ************SPAM/BANNEAR************ the Argentine leftist
terrorist group "Los Montoneros" resided in Nicaragua and
engaged in military activities with the FSLN for an extended
period in 1979-1981. Humberto Ortega admitted that Fernando
Vaca Narvaja, the leader ************SPAM/BANNEAR************ the group, resided in his house
in Managua.

21. (SBU) Sources: Ortega has publicly admitted many ************SPAM/BANNEAR************ his
terrorist connections, including the fact that he has
received elections money from the government ************SPAM/BANNEAR************ Libya. Many
1980s terrorists still live in Nicaragua and have acquired
Nicaraguan citizenship (including at least one prominent
member ************SPAM/BANNEAR************ the Italian Red Brigades), Ortega publicly
associated with many ************SPAM/BANNEAR************ these individuals in Nicaragua
throughout the 1980s. The Pablo Escobar footage was filmed
June 24, 1984.
